Jitsi is f/OSS, free open source, application with mature XMPP and SIP.
Jingle audio blurbs is a more elegant option than legacy push to talk.
Jingle Audio Blurbs can easily be a hands free solution.

audio description of issues instead of fiddley typing or voice to text fails.
will need options for those not grandfathered with unlimited data
but 8kHz silk does not use much bandwidth
allow poster to arrange codex preference
maybe offer merely three codex choices for easier server teanscoding to LOW speed device and voice to text cloud service
