Store reports created offline for short period. I.E. Police reports and accidents, see comments
I travel a lot in weak cell service areas on major interstates. I will see an accident or Police situation when I have GPS but not network it says sorry you can't report do it later. However it might be 5 or 10 miles down the road before I can then the event isn't in the right location. Suggest storing the location information along with the time so that when network returns it can be posted.

Agree, just today I came upon a nasty accident on a blind corner, this on a narrow twisty two-lane - speed limit 45, average speed 60-ish. Highway 9 south of 35, for those who know the SF bay area. This needed an accurate notification not because of traffic implications but because it was a safety issue for anyone traveling normally on the road.
Waze is already perfectly capable of doing this, it does so when you want to type in a report but you're moving.

Agree. At the moment you might come accross a hazard such as an accident with a traffic queue. You try to report the hazard but no, you have no phone signal so Waze won't let you record it, telling you to try again later (when you do have a signal).
But of course, you might have to drive a few miles further before you get a signal and there's no point reporting a hazard that's miles out of position. You might not even be on the same road any more.
Waze needs to cache any hazard reports in an offline mode, then once you have a data signal back, upload the report, (hence the report will be in the correct location of the hazard).

I think it would be better if paved roads are cached and then uploaded when a network is available. I recently managed to pave a new road but no network was available and I lost it, it was very frustrating. Just a comment, on the whole I love your work keep it up :)

the Trapster app allows you to place the alert push pin. So you hit alert and the push pin appears you can drap the map to place the pin at the position of the alert.

Can waze add the option to users give some road alerts even when they are offline, and share this as soon the have signal back?
Is often not sharing something in the road because I don't have 3G on my iPad at that moment. It should be possible to waze to keep the gps position and send it to the network when possible.
Better could be to pass some police control and later set the correct position of the police alert.

I think it will be better to improve the procedure of resending the report after cell reconnect.
Or, the distance from messager's location to report's location should be limited (for example) 1 mile. I do not want to see garbage reports in my area, which are made from anothe side of the world. -

It should allow you to edit the location, because even when I do have service, it takes time to take the phone out, and get to the app. 30 seconds down the road can sometimes be over half a mile away! The least it could do is mark the spot at the location the report button was pressed.

I mean you can already report something and hide the report. I have seen this happen in metropolitan cities as well where I have great cell signal and 3G service but no network.
