Be green on your own time:
* live in the dark,
* stop heating your home,
* travel exclusively using the one-man-power limit,
* eat only carrion,
* stop selfish use of your own property: let others use it, and invite dozens more people to live with you,
* stop hoarding: give all the fruits of your labors to others,
* wear no clothes made in any part of fossil fuel derivatives, or made by devices powered by fossil fuels
* be fearful: live moment to moment with no plan as that fails to include the wishes of othersDo this all while ignoring the nearby star as the sole source of energy (which obviously includes heat).
The features you suggest as novel are already extant.

The "upgraded" version for new user accounts "requiring" phone number harvesting (confirmation using OUTDATED sms texting or callback) is HORRIFICALLY ABYSMAL
The prior model of
* username
* password
* email addressIS entirely sufficient. Xmpp Texting is greatly preferred.
OUTDATED sms-texting that constricts the user to ONE device.
Not everyone is foolish enough to whore themselves to "social" web "services" (not-free). Those same not-fools don't throw money away on sms-texting and not surprisingly are not thrilled by PSTN callback requirements.
Are you sure you won't "upgrade" to DNA sample submission? Or maybe mandate 24/7 wearing of google glass to make [viewed] others unwitting whores of their privacy?

Throttling prevents the cretinous from stealing driver focus through their incessant reporting of vehicle at side of road. If parked car is partially in a lane it is evidently not at the side of the road.
Eliminate that report from announcing and you'll likely have a few more advocates
