I agree. I'd like to add an item to the proper place as well. For example, I see an accident on the opposite side of the freeway, if I add it, Waze uses my location on my side of the road. Further, one time I was driving and hadn't loaded Waze yet, I passed an accident but to report it where I was once Waze was running I couldn't move the marker to the appropriate location.
So Move or Place a hazard/incident wherever would be nice.
