    Assuming waze has the ability to uniquely identify a client (IMEI?), create a method to disable that client's use of Waze reporting for a period of time if they repeatedly send in false or stupid hazards - for example, one local person thinks it's funny to keep reporting snow in the middle of summer.

    The disable process should be based on the number of false reports generated within a specific period of time (could be hours or days), or the number of other Waze clients that flag a report as false within a certain period of the report being submitted.

    Make Waze pop up a warning when a ban has been issued, stating the reason and the duration - maybe an initial ban of 3 days followed by increments towards a permaban for persistent offenders.

    For fairness, there should be an appeals process that refers the offender to the local area or country managers.
