I would rather replace the emergency call by putting automatically an "accident" (or generic danger) marker if the user is not responding to the Waze prompt after a brutal drop of speed and after a certain time.
Exactly like the "traffic? yes/no" prompt when stopping on a road.
I agree with Lennart. It would be hard to have a reliable report. I would be "best" to have a "false" accident on waze rather than mobilizing emergency services for a false positive.
This could be possible only with a direct link between sensors inside the car and waze's software.
