Most gravel roads are suitable for relatively quick travel 40-50 MPH in normal/dry conditions and still suitable for travel (detour, etc) in adverse weather (rain and light snow cover). Dirt roads are virtually impossible to get down, even with a normal 4x4 during or after these events until they dry out. This is further complicated by a "minimum maintenance" or "dirt" segment in the middle of a several mile stretch of gravel but marking these will prevent people from getting stuck/stranded.
