Just adding what we have explained to Shira Kovalio:
1. Kosovo was a part of Serbia until 1999, after that it was administered by UN and on 2008 it declared independence which Serbia doesn't accept yet. But, there are different agreements made by Kosovo and Serbia one of which is adding an asterisk at the end of Kosovo* (which states that it is neutral to the status of Kosovo regarding independence, the agreement: https://www.e-ir.info/2012/03/03/the-significance-of-kosovo/ Also, Israel already accepted independence so there is no reason anymore to be a part of Serbia :)
2. The community is asking for a long time (you can see from my 2013 post in the forum: (https://www.waze.com/forum/viewtopic.php?f=924&t=64138) to separate it from Serbia and be managed by ourselves. The main issue is that there are different Serbian users who edit and change names either in Cyrillic or old Serbian names, which have been changed since 1999
3. In Kosovo more than 90% are Albanians and talk Albanian. Official languages are Albanian and Serbian but the official alphabet is still only Latin.
