    visitors/ toursits to a location may not have a data roaming deal with any of the local providers. Have a data package for the Waze app use only. The user can put the sim card into their spare phone tablet or ipad. You can develop this with car hire companies who can put a simple tablet in the vehicle with your "data waze" only navigation sim card. Win - WIN for the car hire company, Waze and the customer.
