Given that Waze relies upon its users to obtain real-time data, Waze should find ways to maximize the number of people driving with the app running (regardless of whether or not the app is navigating the user). One idea is to work with Dunkin' or other companies to provide gift cards or coupons depending on the number of miles driven with the app open in a given month. Or perhaps providing monetary compensation (from Waze ad revenue). Just something to off-set the amount of money users might spend on cellular data to keep the app running every time they drive.

A good benchmark for the incentive would be to tie the compensation to the cost of a GB/month from cellular service providers. For example, if it would take 40 hours of driving per month to reach 1,000 miles, and using Waze for 40 hours uses 1 GB at a cost of $10/mo, tier the compensation based on that framework. A DD coffee or $2-3 per 200 miles and a bonus for getting 1,000 mi in a month, for example.
