I have this same problem now in a specific scenario when using Waze and the podcase app Overcast. I believe it used to work correctly a few months ago, but now it doesn't. The behavior depends on which app is in the foreground:
If Waze is in the foreground and Overcast in the background, Waze talks over the Overcast audio. However, if OverDrive is in the foreground, the podcast will pause during Waze navigation or alerts and then resume.
