It should save lot of time to know when is the peak on your way to work. If everybody goes there before 9 and there is relatively chill after 9, you should know about it and consider it tomorrow. One less car before 9.
This should be simple as that:
"Your route - 45 minutes now.
Peak time: from 8:37 to 9:08
Consider it tommorrow. "
It should be based on average travel times per day on that route, so it is mostly predictible and force people to think when they travel.
Lot of time there is no hurry for me to travel on exact times, and I want to know what times I should avoid. If there is feature that tells me, that I should avoid times between 18:30 and 18:45, because there are rush hour every day, be sure I am not traveling that time.
