    Exactly! Same situation here (Brazil/Rio Grande do Sul).

    I heard this justification (on waze forum) for not change that:

    "Enabling it to trigger every single time even if you drive slower that the limit would cause a flood of complaints from people who don't want "annoying sounds" if they are not speeding. This likely not going to change."

    Well, a simple way do solve that, keep the default behavior, but add some switch to turn it off when needed, Brazils users sure will be thankfull.
