I would even pay for this feature if I can custom compose the auto reply. It would need to be kept as an option, and auto detect driving by gps movement.

Mostly yes but needs options. People who are always drivers would not want to be forced every time to select they are the driver, and vice versa. Option could for example be keep last used setting or always prompt.
Actually, after someone suggested Tasker to do this, through that I found a simpler Android App called SMS, my Car and Me. It turns on when I put my bluetooth earpiece on, reads any texts, emails, and more which come in, which I have selected to be read through the bluetooth device and it also sends a text back to the sender, whatever you have predetermined. £3.29. It is easy to set up and has quite a lot of options. 'Tasker' can do many things, but 'SMS my car and me' was what I needed for Text handling while driving.
