    While some users may certainly attempt to gain points for unreasonable numbers of reports, there are many circumstances where high-frequency reporting is justified and should be allowed.

    I suggest you allow users with higher rankings to post more reports, trusting those that use your app most frequently to be reasonable enough to post when needed.

    Today I was driving through downtown Milwaukee. Waze kept instructing me to drive through streets closed for a large downtown event. Each intersection kept advising me to turn into a street newly closed, each with a police officer. After I reported just 2 street closures and 2 police cars, I was warned about losing privileges. Waze kept instructing me to turn into streets newly closed, each with a police vehicle, though I was unable to continue reporting, most certainly causing other users to get useless instructions.

    When there are large events (marathons, parades, etc.) there are going to be many streets simultaneously closed. Often this is accompanied by high police presence. Waze should trust its users to report these high-frequency events, especially their most trusted users.
