    I would suggest making it so its a saved option with a favorite location.
    I want the general option to be off (ie do not avoid highways) but when use this one favorite (ie Work) always avoid highways

    Then i can also create a second favorite with the option turned off (ie Work W/Hwy) if I am traveling when its not rush hour to work.
