Hey I ran into a similar issue where I placed a construction report and was subsequently asked to remove it from staff. I was able to remove the report using the steps provided in the Google Documentation (https://support.google.com/waze/partners/answer/7264133?hl=en)
Add a report using the Reporting Tool:
Open the Reporting Tool.
Reporting Tool
Zoom in and click on the relevant road.
Click Add a report.
Choose the relevant Report type, Report subtype and type in any additional comments. Add a Start and End date and time.
Click Submit.
To remove a report: log in, zoom in, click on the relevant report and click the Remove .
Note: You can only remove reports that were created with your organization's institutional username or feed.
