i was thinking the same thing. people mark where they see a police car that one time. the police is cruising the stretch of highway and may stop somewhere else down the road. if someone comes along later they will probably not see the police car in the same position. like this: http://university-park.org/pictures/waze/police_zone0.png
i was thinking that if there are a couple of sightings that the road would be highlighted in the same way that a section of road is highlighted for heavy traffic. it would look like this:

whatever length of time is used to maintain sightings would also be used to remove the highlight. this way we can have a warning area were drivers should be extra vigilant.
