Waze is crap now...
Your problems seems to concern US only...But in EU Waze is disaster..

Trip POLAND-CROATIA
My usual route is: POLAND->SLOVAKIA->HUNGARY->CROATIA = 730KM
WAZE tells me to go: POLAND->CHECH REPUBLIC->AUSTRIA->SLOVENIA = 900KM
and the difference is not only a distance... I have to pay for a highway toll card in every of these countries..So maybe I will save 30mins but I will pay more for GAS and many more for HIGHWAYS...it is idiotic and crappy idea.
