Increase the number of things that can be modified at country management level.
For example each of the road types creation, could be limited to an editor of a certain level.
Similarly, the walking tracks, railroads, cameras, etc.

One of the most common things that inexperienced editors start adding is walking trails aka routable pedestrian paths (in US english at least). This would very much benefit from rank locking as they have surprise effects on routing that an inexperienced editor wouldn't be aware of.

I would love to see self managed countries have the ability to restrict certain road type creations to editor rank level. In the UK we have a common, recurring issue whereby new editors mass-add loads of walkways/footpaths that add no value at all to the map. I'd love to see these restricted to a higher rank.
