Propose map changes that I'm not allowed to because of my level

As a Level 1 Editor, I would like to propose a change in a map where I'm not allowed to so the change is not applied until an editor with the adequate level approves it.

    Update requests don't work ie for temporary block. I wanted to add a temporary road closure and could not save it or just suggest to add it cause I am level 1 and not 3. Would make it faster for editors to just approve the edit
