Add option under selection to report a closure on a segment as closed.

After u-turns and some other turns the arrow doesn't show where the closure is to be able to report it. In order to drive the route to reach the closure is not always feasible as well.

Right now under the map editor closing a road takes level 3 permissions, but would be helpful if as a level 1 editor that we could atleast select the segment and put notes in on where the closure is and the duration that is expected to then be applied by a higher level user. Or be able to apply the closure to the segment ourselves.
