Impossible for Level 1 to advance
As a level 1 editor, you need to gain experience to learn how to properly apply edits to the map for the betterment of the community. But as a Level 1 editor, you essentially can't edit anything. I understand not allowing a novice editor to make changes and potentially break the map. I understand there could be malicious actors who could sabotage this platform. But as it stands now, this voluntary map editing feature will die.
The amount of edits needed to move up levels is high. I'm fine with that IF edits are allowed. Sooner or later, the senior editors will stop making changes and the junior editors will be essentially locked out. This will eventually lead to a map that's worse than the monstrosity Apple created when it first made its map.
My proposal to fix this would be to allow Level 1 editors to make changes BUT these changes must be reviewed and approved by a senior editor. You already have the message/chat feature so that dialogue about the changes could be had. This would give junior editors more experience in the map editor and also give them edits. This would allow junior editors to have a more feasible way of being mentored by senior editors. This would also reduce the workload on senior editors in the long run.
Keeping the system as it is will only drive away new editors, myself included. I made an account and was excited to make meaningful changes to the map, just like I do with Google Maps. I was disappointed to see that I pretty much can only change info about existing properties, and even those changes are minimal and limited. How often do you think established properties change? Enough to make thousands of edits to move up in level? Definitely not! So I eventually stopped going on here. I eventually found other maps to be more reliable as well. Since relocating to a less populated area of the country, I've returned to the platform. And while there have been some changes, and my current region isn't as restricted, these changes aren't enough. The location I'm in is one of the fastest-growing, and changing, places in the country right now. From what I can see, there are maybe 2 to 3 senior editors who are actively making changes to the map in this region. Most of the edits are done by one person. What happens if one day they decide they don't want to do this anymore?
