I'm a volunteer Waze map editor, and one of the volunteer state managers here in New Hampshire.
The bad result is actually coming from a Google Maps location that is incorrect. Unfortunately, this particular Google Maps location does not appear to have a way for users to edit/update. I have linked the bad location to the Waze map place that was added to the Waze map in order to hopefully fix the issue for new searches.
Please remove any instance of this location from your history and favorites.
You can then search for the corrected location.
If you don't remove the old results from the search or favorites, you will continue to be routed to the incorrect location.

Is the location correct and the issue simply that the address shows as 3860?

This is a safety issue.
