It would be useful to be able to add RTCs to newly added segments. Without the segment(s) included in the current tile build, the closure wouldn't be "real time" but would allow for applying the closure immediately after the tile build finishes. A disclaimer could be (should be) displayed that the closure will not go live in the app until the tile build finishes. This could allow us to more efficiently construct roads ahead of their opening so that the RTC is in place for real time opening. It could also allow for cutting segments for upcoming construction (bridges, culverts) and having an RTC scheduled for the work period (or doing this reactively based on current work).
