My suggestion is Draw Bridge Traffic Control as a Perm Hazzard in WME

Awareness need for Draw Bridge control ahead that could engage their Traffic Light or Swing Arms to stop traffic.
The icon should be different for a Draw Bridge than the usual Traffic Light icon.

In more words:
We have RRC and now rolling out Traffic Lights. RRC can be plain, can have Traffic Lights, and can have Swing Arms. Draw Bridge controls pose the same problem. But in this case, they usually have both Traffic Lights and Swing Arms or some other blocks.

No difference than a regular Traffic Light but could stay stopped longer or very long.
