This is the apex of the hill and drivers on Baxter (who don't have a stop sign) stop at the intersection of Alvarado because it's so steep they can't see over the top of the hill.
Meanwhile drivers on Alvarado (who do you have a stop sign) are waiting and trying to figure out what to do. Should they cross the intersection because the car on Baxter is stopped? Or wait as the driver on Baxter is obviously confused?
