The neighborhood streets are barely two-way. Generally one has to pull over to allow someone to proceed in the opposite direction. This is not possible with the traffic density we are currently experiencing, nor do the unwary drivers understand this. As a result, people get stuck on the very steep hill and often, once momentum is lost, are unable to move forward... so they roll backward into oncoming traffic.
