The problem with doing this is that it's a lot more complicated than it seems. 1) By the time the report propagates across the system (i.e. gets to other Wazers) the location of the report is no longer valid (as the Police Officer has moved a significant distance down the roads). 2) It gets exponentially more difficult to predict where the officer will be at each junction they could potentially pass.
I think Waze should take the user data and generate their own "known speed trap" locations for automatically generated warnings. This should require repeated posting of police in an area within a period of time, including those being Thanked to show that they are valid postings. Waze has the data to do this already and making it automatic will prevent abuse.
