Comments and Notes as separate layer
I think it would be very useful to have a option to add/edits comments/notes in a manner such as a "Venue type" (place type) point/area. The difference from the existing venue functionality is that the comment/note would be on a different layer, and would not be rendered in the livemap or in the app (i.e., only visible on WME).
The idea is that in WME, this would allow longer term notes to be made, edited, locked, and deleted in a manner similar to existing place points/area functionality, in order to explain certain unusual mapping issues.
For instance:
- temporary/construction related speed limit reductions
- road/bridge closures
- unusual road constructs
- deviation from local or national mapping guidance
- future construction plans
- differences between maps and aerial views due to old/out of date imagery
Currently, editors are using comments with tags ([NOTE], [CLOSURE], etc) - which is good as a workaround, but those comments and notes cannot be locked and are sometimes inadvertently closed; they're points and can't be set up as areas; and are lost (invisible) as well when the UR layer is turned off.

I have been asking for a way to add comments for a long time. The NOTE idea falls short if the editor has his URs off which in my neck of the skyscrapers can be often. as will as it might not be over all the effected segments and not be detected.
