change/adapt default average speed assigned to a segment for itinerary calculation

Using the script "road speed", I can see what are the average speed used for route calculation on every segment.
I'm working on the map in Rwanda, Africa. Here, the major/minor highway may sometime be unpaved road. On these road, the driving speed never exceed 20-30 kph. However, by default, the speed on these "major highway" segment asigned by waze is 60-80 kph, which induce huge difference in the ETA.
Of course, in cities or in the main roads where there is a lot of wazer traffic, this is automatically adapted thanks to the users. But in less populated area or for less frequented road, it is not as effective.
My suggestion is to allow, for Africa and other "waze emerging markets", to allow editors (from a certain level of course), to set up the average speed. Or at least to adapt the average speed used by Waze for itinerary calculation by country. In Rwanda, the speed limit, even on Highway, is Often 60 out of the cities/village or 40 while crossing villages. So the basic average speeed of 90-100 set for highway is completely wrong and induce bad ETA, until lot of people uses the road (which is not the case in countries like rwanda).
Anyway, for unpaved roads (which ever category of road it is), the average speed should not be more than 20-25 kph in Rwanda.
