Disable closures' tab on non-drivable segments

It is suggested to disable the closures tab when selecting non-drivable segments (staurway, railroad, PBW, WT). It has no effect on routing and it distracts the attention of the driver.

    That's a good idea. Can we however consider greying it out instead of removing it?
