Since these come up from an automated feed (I am assuming Waze has some channel similar to Petrol Station PURs), is there a reason that Waze doesn't automatically approve them?

I understand that, similar to petrol stations, these need to be verified, to some extent. However, the scope of verification of these places could easily become unmanageable for volunteers.

Unlike traditional petrol stations, with EVCS, there could be any number of plug types, network types, payment types, etc., all at the same place.

It would be much better use of volunteer time and resources to automatically approve first (as configured), and then fix, if necessary, as and when URs are raised by drivers. One would still be relying upon the accuracy of the information provided by reporters. However, this is much more efficient use of resources.
