Make editors able to place down Pothole hazards in WME

As of right now, you can only add a road hazard in the map, then a bypasser doesn’t see the pothole and mark it as “Not there” which removes it.

There should be a feature in WME that lets us editors add potholes which we know exist there, more permanent ones.

    I agree; there are a few places that are local to where I live where it's not practical to try report on the app whilst driving but they do need reporting to assist others
