Waze has option to avoid tolls, as well as avoid freeways. However, this takes drivers through rural towns, villages, etc., where speed limits slow (i.e., 55, then 45, then 35, then 25, then stop light, then 35, then 45, then 55, with town cops waiting in the wings).
While Waze is calculating shortest/fastest, it is also making drivers that blindly follow route (or are not familiar with alternates) susceptible to overly annoying (yet more scenic) trips.
On paper, the time through the route may be faster initially, but minutes are always added due to unavoidable delays, lights, single lanes, slow drivers, etc.
Vote to add an option to prefer major expressways instead!
