Another idea: allow me to record a gesture to report. e.g. I might draw a 'P' on the screen to report police, 'T' for traffic and 'S' for something on the shoulder. The user should be able to choose which items to add gestures for and record their own gestures (I believe the Android API has a gesture recording function, and I'd imagine IOS would have something similar). For those that require additional input, extra taps (e.g. 1 for medium traffic, 2 for heavy and 3 for standstill). Voice confirmation would provide feedback, with an option to cancel in case you screwed up. In that case there would ideally be the option to retry, with the position being saved as the position of the original attempt.
I probably miss reporting 75% of the hazards I see due to the complexity of the interface.
