To avoid sending Waze false traffic data while walking with it active.
That is the only reason..The idea was never to add a mode to be guided somehwere while walking with Waze.
If you know the Waze Map Editor a little bit, and how the map is built, you probably know that it is only made for routing cars around.
If you need to be guided while walking or riding a bike, use Google Maps. There are already many great apps for almost everything out there. Waze cannot be an "all-in-one" app for everything the App store offers. It's made for motored vehicles only. -

An error occurred while saving the comment vince1612 commentedReporting moving patrols is useless as 5-10 seconds after your report, it would already be outdated.
Waze doesn't allow LIVE position tracking of Wazers so saying you're following the patrol wouldn't solve anything (and would make you a bit creepy).
Finally nobody can predict when a patrol will take an exit or make a U-turn, etc... So it's really pointless unless you want to be annoyed all the time by false reports where you will be cursing at your phone because the patrol is nowhere in sight where the report pin is on the map.
Finally you should NOT be able to make such reports anonymously.

An error occurred while saving the comment vince1612 commentedWhat I do is I just click the bottom left Waze icon, which opens the pop-up window, then at the bottom right you will see a button with the power off symbol (circle with a line cutting it).
Once you click this Waze goes into Sleep Mode, it is inactive, doesn't use battery and does not transmit any road data that could create false traffic jam reports, and you have a "Re-activate" button on screen.
When you are ready to go again, just click that and it should ask if you'd like to resume with your previously selected destination.
Granted it is not something automatic, but in my view it does exactly what you are asking here.

An error occurred while saving the comment vince1612 commentedThese all seem rather easy to add in the existing report options and shouldn't be a difficulty for the Waze team... I'm a bit surprised that this is still "Under review" since August 2012...

Google owns Waze, so I really don't think they would care that people use Google Maps more than Waze...
Waze is now their social GPS-traffic app for cars only. I seriously doubt they have plans to include a walking/biking mode to pull people away from their main map service and make more people use Waze instead of Google Maps.
