    We know that many regions still do not have network signal quality or non-existent, but need mapping to help travelers who pass by these places.
    My suggestion is to do mapping using Waze GPS device data, through the paving tool, like Google does on the History of Customer Location.
    Note: We know that GPS does not need to run a mobile network location, just is enabled and device that has the technology.

  2. Save and later upload client data for areas with limited cell and/or Wi-Fi only users.
