Traffic Jam Elimination Assistance
It seems that Waze could alert the "Wazers" on a road of a recommended speed to adapt that would help "clear" the jam if it is a phantom incident, and it is just a need to dissipate the "wave". See for instance:

This really would work well w/ Wazers and wouldn't need many wazers to make it work ...
