I'd like to be able to report that there's a car with a failed brake lamp or turn signal lamp. Conversely, I'd like the app to use other people's reports to alert me when I have a failed brake lamp or turn signal lamp. How it would work: It would alert me when there have been, say, two reports near me in a week. Optionally the app would let the reporter shoot a quick photo of the car, and from that your server would try to grab the license plate or the make, model, and color, if any of those are possible from the photo. Then those could be used to help send an alert to me.
