Waze Vs. Parking Meter Patrol Agent + Upvote Rankings
I was thinking about this yesterday, and actually wanted to create an app for that. But the hassle is too big and for it to work, the app requires an already established customer base. Waze app and its community is the best for this.
Not sure if it'll be in the same waze app or a separate one, I'll leave it to the experts.
-User will send to waze that he has parked his car (this acts to remind where to find the car and will note down the GPS location)
- User may select to be notified if parking patrol agent is in range (option to include how long will you be parked in the spot)
- Other users that notice a parking patrol agent in the area, will notify the app..
- Users that have selected to be notified, will receive a notification for the same.
...
Flooders, and spammers will be trying to mess up the system.
But this should be a bigger issue in waze, I am unsure if there a system for that where users get a popularity ranking (not just from distances covered).
The ranking should be based upon upvotes... this should be for all cases. I had lots of fake speed trappers in my area from such people (and it gets dangerous at some points).

I have also had this thought - and there is a crowd app (ParkingPatrol) that does a reasonable job, but due to the limitation of it only working for their user base, it has a limited success.
By adding similar functionality in Waze, it would be an additional Waze Report - "Parking Inspector"
Then when you currently park your car - Waze could extend the existing functionality to indicate an alarm (eg for a 2 hour parking spot). - this would be good by itself - and a "alert me if Parking Inspector is nearby"
Then combine the two - so if a Parking inspector is within (config 500 metres) of anyone with a parking alarm/alert me flag, they get a notification.
So if I was driving around and saw a Parking inspector (reported) - I get points for helping people parked nearby.
