Example if you see a wreck or a cop on a road your not on you cant accurately tag the location unless your on that road? So if I can drag a pin to the location I could accurately report this without having to get stuck in an accident. I seen a cop 1/2 mile away hidden on dead end road well I couldn't mark him unless i drove up to him and tagged the location! Same way if you wasnt able to mark a road hazard but you knew exactly where it was you could just drag the pin over location and tag it even though you passed it couple minutes earlier!
