Content of "Toll passes & exemptions" should be IGNORED when "Avoid Toll roads" is UNCHECKED.
When the option "Avoid toll roads" is UNCHECKED, the content of the section "Toll passes & exemptions" should NOT be taken into account.
Currently,
WHEN "Avoid toll roads" is UNCHECKED,
IF I'm in a country which requires a highway pass AND I don't specifically mark that pass in the "Toll passes & exemptions",
THEN waze will keep me OFF the highways in that country.
This is counter-intuitive, it can cause you to not know why you're constantly being routed OFF the highways, especially if you're not going abroad frequently and you're not aware of this feature.
The passes entered in the "Toll passes & exemptions" sections should only be taken into account when the user CHECKS "Avoid toll roads"; in that case, navigation should be kept OFF the highways, UNLESS it is in a country with a pass that was entered in the "Toll passes & exemptions" !
