Add construction zones when NOT driving

You currently can't add blocked roads due to construction when you are NOT driving. This needs to be available.

    Yes please!! I have been trying for over a week to add a blocked road from Construction but it's too hard to do while driving and as soon as I turn from that intersection I can't anymore. It's been very frustrating.

    It's not always safe or convenient to report road closures at the moment you encounter them. It would be much better to allow us to pull over at a safe location away from the closure and then report it properly.
