Workers Present and Emergency Vehicles
Maybe add a report for highway maintenance workers present. And perhaps generalize police to emergency vehicle present to include fire and ambulance. Police watch the highway for more than just speeders. It’s not always a good idea for everybody (such as drunk drivers) to know about specific police presence

I was about to suggest this however I believe it shouldn’t replace the police option, rather, introduce a report option labelled “Emergency Services” under the hazard menu.
An ambulance or fire truck may be stationary and blocking a road without police attendance.
Blocked lane is too vague, and, car on shoulder implies it is a general road user.
