Gov't subscription model
I'm sure others have suggested an option for reporting Potholes, however this could become a profitable business in its own right. With this data available, gov't departments responsible for road maintenance could subscribe to receive regular (daily, weekly, monthly etc) reports for locations with urgent road issues within their area as they occur. They may select a minimum number of reports to trigger each before being notified, to filter out minor road issues.
This could be a profitable business for yourselves while also providing a prompt reporting service to councils & other gov't departments, hopefully resulting in faster road repair, especially in rural areas where they may not otherwise be aware of issues. If successful in some areas, other areas may be put under pressure to subscribe too.
Should allow users to set severity level of issue ie. 1-5 'shovels' or stars or just 1-5 (with default set to lowest level so user doesn't have to enter extra data if they don't want to). Councils cld use this to determine urgency or otherwise.
