Speed changes - user cache

The issue surrounds changes in segment data and the user not entering a navigation resulting in sometimes the user getting wrong information about the speed limit, and the user may not understand why they see the wrong information.
We get this an awful lot when a road has a speed limit change on Motorways and Dual Carriageways. When the speed changes, either to start, or to end, a construction project, we get UR reports from drivers with only a User Drive (GPS trace) and not a Waze Provided Route, suggesting the user hasn't entered a navigation. They are reporting things that have been updated on the map, such as new speed limits. It can sometimes take weeks to stop seeing URs along these segments, basically until the majority of drivers get updated maps on their devices.
The ask is if it's possible for devices to be able to check if there are new data on previously downloaded segments in a driving area, and to update accordingly as the driver drives, and if there is a reason for not checking, to display Offline Maps Mode, so the user is aware they are using cached data for the route they are on.
