When adding HNs, if a particular number and street name combination exist anywhere else in the state, you get an error message that the HN 'can't be added because it already exists on the street.' It's not unusual for a street name to be used many times in other cities in the state.

There are work-arounds to force the HN to be accepted but it would be much simpler if the city name could be considered in determining if that the HN already exists. A street name is normally used only one time in a city so when there are three things considered - house number, street name AND city name - the "HN already exists" error should be eliminated.
