The benefits here include an "app store" of Waze plugins. The Google Maps plugin is one interface that can be leveraged here to expand this plugin interface for Waze - without requiring the dev team to build anything new.

The capabilities of Waze here would be very nice to open up to a broader community to enhance the platform in innovative ways, and allow integration with Car systems and Android Auto with added hardware (cameras, radar detectors, CB radios, vehicle identifiers, etc.., etc..). The plugin interface would add to the Waze platform and will continue to distinguish it from the Google Maps platform. Added information with this "overlay" platform can be stitched together using 3rd party servers -- therefore if there is a problem with the plugin it can be properly reported to the end user that a plugin is lacking certain information. Over time this opens up a lot of opportunities for Waze -- you can let the community iterate on the innovative ideas, improving them over time. When they're showing as stable and valuable - then Waze can choose to incorporate them at low risk ( acquisition ) -- or can continue to leave the plugin as a "3rd party" thereby distancing the company from plugins that may not be aligned with the Waze vision.

While the integration does require a slight bit of hosting cost - the opportunity to grow this community can also be incentivized by the ad revenue. While it may initially seem costly -- the draw of innovative partners should quickly outweigh the cost - or , if desired, the "revenue" program can be associated with only "approved" plugins of some kind, meeting some pre-determined criteria. This will help ensure compliance -- and builds a community around open connectivity, open standards since the barrier to entry is very low.

I hope you will consider this platform approach - it will help reduce fragmentation in mapping solutions.
