Let someone report a price, let users select accept or decline. Once a certain number of accepts are reached. It will stay permanently that way until a high number of report contradicts price.

Note, some roads like the infamous E-470 in Colorado, have two rates... one for those that have set up an account ahead of time, and another to gouge out of staters that have not set up an account. All billing there is electronic, and different rates for different exits.
